WE NOW HAVE OCEANSIDE, VISTA AND SAN MARCOS AND ESCONDIDO.
WE'RE SAVING MONEY AND HAVE A HEALTHIER ENVIRONMENT BECAUSE WE USE CLEANER ENERGY.
SDG [INAUDIBLE] CAN PROVIDE THIS CLEANER ENERGY.
THE CEA CAN. OKAY, WE HAVE THAT.
IT TOOK SIX YEARS, BUT WE DID IT.
CARLSBAD ALSO PASSED A WONDERFUL CLIMATE EMERGENCY DECLARATION.

THEN I ATTENDED TWO PLANNING COMMISSION MEETINGS LAST THIS MONTH.
I WAS AMAZED HOW BLIND THEY ARE TO THE ENVIRONMENTAL NEEDS THAT WE HAVE HERE IN CARLSBAD.
THERE WERE FOUR PEOPLE THAT GOT UP AND TALKED AGAINST THE CAP AFTER NINE OF US HAD ALREADY GOTTEN UP AND TALKED ABOUT THE CAP, OKAY, AND EXPLAINED THAT IN ORDER TO BE APPROVED, ANY ORDINANCE BY THE CDC, IT HAS TO BE COST EFFECTIVE.
AND THEY KEPT TALKING ABOUT COST STUDIES AND HOW MUCH IT WOULD ON AND ON AND ON.
AND THEY WERE BELIEVED BY THE COMMISSIONERS, WHICH ABSOLUTELY UPSET ME.
SO WHAT I DID IS I SENT TO ALL OF YOU AN EMAIL THAT GAVE YOU A WEBSITE THAT TELLS YOU THAT AFFORDABLE HOMES ARE MORE AFFORDABLE WHEN THEY'RE ALL ELECTRIC.
IN FACT, THERE'S 248 NEW ELECTRIC HOMES AT MARJA ACRES.
AND I SPOKE WITH KB HOMES AND THEY SAY BETWEEN 5 AND $10,000 PER HOME, DEPENDING UPON THE PLAN.
AND OF COURSE THEY HAVE SOLAR BECAUSE THAT'S MANDATED BY THE STATE TOO.
AND THE SAME THING HAPPENED OVER HERE AT LAGUNA ROAD THAT IS ALL ELECTRIC.
THEY ONLY HAVE 13 UNITS, BUT THEY SAVED LIKE 100 TO $200,000 BY DOING THAT.
IS ELECTRIC LESS EXPENSIVE THAN MIXED FUEL HOMES.

SO CLEARLY, WITH THE ACTING TREASURER ABLE TO GET THIS THING OUT WITHIN 90 DAYS, I THINK THERE SHOULD BE A STATUTORY REQUIREMENT THAT THE ANNUAL REPORT BE DELIVERED BY THE END OF SEPTEMBER OF EVERY CALENDAR YEAR, WHICH WOULD BE PRIOR TO ANY ELECTION, AND CERTAINLY GIVE PEOPLE THE ABILITY TO HAVE MORE TIMELY INPUT.
SO IN ESSENCE, THE ENTIRE TWO PAGE EXECUTIVE SUMMARY, THERE IS NOT ONE NUMBER HERE THAT TELLS YOU HOW THE TREASURER'S INVESTMENT PERFORMANCE ACTUALLY WHAT ACTUALLY WAS. AND I CAN GIVE YOU THE SPECIFIC WAY THAT IT'S HIDDEN, IS THAT THE FIRST NUMBER DESCRIBES SAYS THE CITY'S INVESTMENT PORTFOLIO INCREASED BY $28.5 MILLION IN PAR VALUE.
SO IT'S LIKE TRYING TO FIGURE OUT YOUR INVESTMENT PERFORMANCE IF YOU'RE LOOKING AT YOUR CHECKING ACCOUNT BALANCE, WHEN ALL OF YOUR STOCKS AND YOUR PAYCHECKS AND YOUR RENT CHECKS AND EXPENSES ARE COMING OUT OF THE SAME ACCOUNT, JUST BECAUSE IT WENT UP DOESN'T MEAN YOU MADE MONEY IN YOUR INVESTMENT PERFORMANCE.
JUST LIKE IF IT WENT DOWN, IT DOESN'T MEAN YOU LOST MONEY.

I WOULD LIKE TO THANK THE CARLSBAD CITY COUNCIL FOR JUST A FEW MINUTES AGO, RECOGNIZING THE IMPORTANCE OF RED RIBBON WEEK, AND ALSO FOR YOUR YEAR ROUND SUPPORT OF PROGRAMS AND POLICIES THAT SUPPORT THE HEALTH AND WELL-BEING OF YOUTH.
AS A LONG TIME RESIDENT OF CARLSBAD AND THE PARENT OF TWO CHILDREN WHO ARE NOW YOUNG ADULTS, IT'S ALWAYS BEEN ENCOURAGING TO SEE THE CITY'S COMMITMENT TO YOUTH ACTIVITIES LIKE PARKS, LIBRARIES AND SCHOOLS.
AND FOR TEENS WHO MAY BE HEADED DOWN A DESTRUCTIVE PATH.
THE CARLSBAD POLICE DEPARTMENT PROVIDES AN EXCELLENT YOUTH DIVERSION PROGRAM.
ON TOP OF THAT, THE CITY COUNCIL RECENTLY VOTED TO IMPROVE THE HEALTH OF CHILDREN AND ADULTS LIVING IN MULTI-UNIT HOUSING BY BANNING SMOKING AND VAPING IN AND AROUND THE PROPERTIES. EXPOSURE TO SECONDHAND SMOKE FROM EITHER TOBACCO OR MARIJUANA CAN CAUSE OR EXACERBATE SERIOUS HEALTH CONDITIONS, ESPECIALLY IN CHILDREN.
IT'S ALWAYS A GOOD TIME TO GIVE CHILDREN AND TEENS TOOLS AND INFORMATION THAT CAN HELP THEM MAKE HEALTHY CHOICES THROUGHOUT THEIR LIVES, AND TO UNDERSTAND THAT CHOICES HAVE CONSEQUENCES. STUDENTS FROM CARLSBAD'S LA COSTA CANYON HIGH SCHOOL PARTICIPATE IN SAN DIEGUITO ALLIANCE PROGRAMS SUCH AS STUDY BUDDIES, WHICH IS A HOMEWORK AND MENTORING PROGRAM THAT PAIRS TEENS WITH ELEMENTARY SCHOOL STUDENTS AND TEEN PRESENTERS, WHERE STUDENTS FROM LCPS AND OTHER HIGH SCHOOLS WHO HAVE ALWAYS MADE THE CHOICE TO STAY ALCOHOL AND DRUG FREE, TALK TO ELEMENTARY AND MIDDLE SCHOOL STUDENTS ABOUT THE BENEFITS OF BEING SUBSTANCE FREE.

I WAS ASTONISHED TO FIND, THOUGH, THAT THE LEAGUE OF CITIES STAFF ARE PROVIDING STAFF TIME FROM LEAGUE OF CITIES TO THE PAC, MEANING OUR TAX DOLLARS PAID IN LEAGUE OF CITIES DUES ARE IN TURN USED FOR STAFF AT A POLITICAL ACTION COMMITTEE.
IT IS ESSENTIAL THAT OUR TAX DOLLARS ARE USED TRANSPARENTLY.
COUNCIL MEMBERS ACOSTA AND BHAT-PATEL ARE BOTH ON THE BOARD OF DIRECTORS FOR THE LEAGUE OF CITIES, WITH COUNCIL MEMBER ACOSTA RECENTLY BEING NAMED THE SECOND VICE PRESIDENT OF THAT ORGANIZATION. OUR TAX DOLLARS, DUES AND COUNCIL MEMBER TRAVEL EXPENSES TO THE LEAGUE OF CITIES EVENTS ARE AN INAPPROPRIATE WAY TO FUND A PAC.

AND I KNOW THAT THERE ARE A LOT OF QUESTIONS THAT HAVE ARISEN.

AND, AND HAVE BEEN AN EMERGENCY PHYSICIAN IN THIS COMMUNITY FOR THAT PERIOD OF TIME.
I NOW SERVE AS THE CEO, BUT TOOK OVER AT A TIME WHEN TRI-CITY WAS, AS YOU MAY VERY WELL KNOW, PUBLICLY AWARE OF THE FINANCIAL DISTRESS OF THE ORGANIZATION COMING OUT OF COVID.
AND AT A TIME WHEN WE HAD AN OPPORTUNITY WITH A REALLY THOUGHTFUL BOARD WE'RE VERY FORTUNATE RIGHT NOW TO HAVE THAT BOARD WHO RECOGNIZES THAT THE FINANCIAL PRESSURES, THE MARGINS IN HEALTH CARE REALLY DRIVE TOWARDS GREATER AFFILIATION AND LEVERAGING ECONOMIES OF SCALE AND IN RECOGNIZING THAT AND PUTTING ASIDE THEIR OWN PERSONAL INTEREST WHICH I HAVEN'T ALWAYS SEEN FROM OUR BOARD MEMBERS IN THE PAST, TO BE HONEST.
THIS IS A BOARD THAT TRULY HAS THE INTEREST OF THE COMMUNITY AT HEART.
THIS DISTRICT IS COMPRISED OF CARLSBAD, OCEANSIDE AND VISTA, FORMED IN 1961 TO PROVIDE THAT LEVEL OF COMMUNITY SERVICE TO THIS ENTIRE REGION.
AND THERE ARE A LOT OF FIRSTS THAT HAVE OCCURRED OUT OF TRI-CITY.
MANY OF YOU MAY NOT KNOW MANY OF THE STROKE PROTOCOLS THAT OCCUR TODAY.
THOSE FIRST STROKE TREATMENTS CAME OUT OF TRI-CITY.
THE FIRST PATIENT TREATED IN THIS REGION WAS A 20 SOMETHING YEAR OLD WOMAN WHO WAS SHOPPING FOR HER BRIDAL DRESS AND SUFFERED A DEVASTATING STROKE AND WAS TREATED WITH WHAT NOW HAS BECOME THE STANDARD OF CARE.
BUT WE'VE CERTAINLY HAD OUR CHALLENGES.
SO WE HAVE FOUND SOLID FINANCIAL GROUND FOR THIS ORGANIZATION.
SO AT THIS POINT, EVERY CONSECUTIVE MONTH THIS YEAR, WE ARE IN THE BLACK, SO TO SPEAK.
BUT THAT ISN'T GOING TO BE THE ENTIRE STORY.
AT THE END OF THE DAY WHAT I WANTED TO SHARE WITH YOU IS YES, THAT IS TRUE.
WE HAD ENTERED INTO A DUE DILIGENCE PROCESS TO FIND A PARTNER TO BE ABLE TO BRING SERVICES TO NORTH COUNTY, BECAUSE OUR FEELING WAS NORTH COUNTY IS LACKING CERTAIN SERVICES.
THAT'S UNACCEPTABLE FOR A GROWING POPULATION AND THE KIND OF COMMUNITY AND INVESTMENTS THAT ARE NECESSARY TO SUPPORT A FACILITY LIKE TRI-CITY.
AND SO WHEN WE DID THAT DUE DILIGENCE PROCESS, WE ENTERTAINED OFFERS FROM MULTIPLE HEALTH ENTITIES.
IN THE END, THE PROPOSAL FROM UC SAN DIEGO WAS TREMENDOUS.
FAST FORWARD NINE MONTHS LATER UNFORTUNATELY, THE PROPOSAL HAD CHANGED DRAMATICALLY.
AND WHILE IT'S, YOU KNOW, IT'S WATER UNDER THE BRIDGE NOW, IT'S UNFORTUNATE.
AND AS A PRODUCT, SO TO SPEAK, OF UC, UC UNDERGRAD, UC MEDICAL SCHOOL, UC RESIDENCY HERE AT UC SAN DIEGO WAS VERY, VERY MUCH IN FAVOR OF FINDING A WAY FORWARD WITH UC SAN DIEGO.
UNFORTUNATELY, IT WAS JUST NOT MEANT TO BE.
AND THE TERMS WERE SIGNIFICANTLY DIFFERENT FROM WHAT HAD BEEN PROPOSED.

AND SO AT THIS POINT, WE HAVE MOVED ON.BUT WHAT I DO WANT TO SHARE WITH YOU IS THAT THE BOARD HAS NOT CHANGED ITS VIEW THAT WE ARE LOOKING WITH WITH HAVING CONVERSATIONS WITH MULTIPLE PARTNERS.
AND WE DO FULLY ANTICIPATE THAT AT SOME POINT WE WILL BE ABLE TO DISCLOSE WHAT THAT LOOKS LIKE.
BUT THE GOAL IS TO BE ABLE TO BRING TO MAKE, TO ENSURE THAT NORTH COUNTY RESIDENTS HAVE ACCESS TO EXCEPTIONAL HEALTH CARE HERE IN NORTH COUNTY, AND TO BRING SERVICES THAT WE SHOULD NOT HAVE TO GO SOUTH IN TRAFFIC TO ACHIEVE, TO ACQUIRE.
WE ARE FINANCIALLY ON SOLID GROUND AGAIN.
BUT WE WILL CONTINUE TO LOOK FOR A PARTNERSHIP.
THREE OF THE THINGS THAT I DO WANT TO BRIEFLY SHARE THAT ARE COMING.
WE ARE BRINGING A PARTNERSHIP WITH ONE OF THE PREEMINENT MINIMALLY INVASIVE SPINE SURGICAL PARTNERSHIPS IN CALIFORNIA AND NOW ESTABLISHING THEMSELVES NATIONALLY.
THEY ARE THEY CHOSE TRI-CITY BECAUSE OF OUR WELLNESS CENTER AND BECAUSE OF ITS PROXIMITY TO THE AIRPORT AND THEIR CLIENTELE FLYING IN NATIONAL SPORTS TEAMS, FLYING IN THROUGHOUT THE COUNTRY.
AND THAT WAS CRITICAL TO THEM.
THAT'S REALLY A SERVICE NOT AVAILABLE HERE IN SAN DIEGO AT THIS POINT IN TIME.
SECONDLY, WE WILL OPEN OUR PHF, WHICH IS A PSYCHIATRIC HEALTH FACILITY.
IT'S FIRST OF ITS KIND IN SAN DIEGO COUNTY.
SO WE'RE VERY PROUD TO BE ABLE TO OFFER THAT.

FINALLY, OUR EMERGENCY DEPARTMENT, THIS IS A TOPIC THAT'S NEAR AND DEAR, I THINK TO MANY COMMUNITY MEMBERS HEARTS AND BUT PARTICULARLY MAYOR BLACKBURN HAS EXPRESSED TO ME AS A POLICE OFFICER HIS CHALLENGES IN THE PAST THROUGHOUT THE HOSPITALS, BUT PARTICULARLY AT TRI-CITY, WE ARE DEDICATED TO CHANGING THAT PARADIGM. SO WE HAVE A REMODEL OF OUR EMERGENCY DEPARTMENT THAT'S REALLY BUILT ON OPERATIONAL EFFICIENCIES AND STRUCTURAL RE-ENGINEERING.
SOME LEAN PROCESSES HAVE REDESIGNED THAT AREA.
WE EXPECT THAT TO ALSO COME OPEN IN THE FIRST QUARTER OF THIS COMING YEAR.
AND ALONG WITH THAT, WE'VE REALLY CHANGED THE WAY THAT WE'RE GOING TO DELIVER THE CARE AND THE WAY OUR STAFFING MODELS ARE, BECAUSE OUR COMMUNITY SHOULD NOT HAVE TO WAIT HOURS FOR CRITICAL SERVICES, AND ALSO ENSURING THAT OUR PARAMEDICS AND OUR POLICE OFFICERS AREN'T SPENDING UNNECESSARY TIME WAITING IN EMERGENCY ROOMS, BUT RATHER PROVIDING THE COMMUNITY SERVICE THAT THEY REALLY DESERVE AND OUR COMMUNITY NEEDS TO HAVE.

LICENSED BY THE STATE OF CALIFORNIA AND THIS WILL BE THE FIRST PHF LICENSED IN SAN DIEGO.
BUT THE COST IS IT'S A LOWER LEVEL OF IT'S A LOWER COST STRUCTURE.
SO THAT'S WHY IT IS CONSIDERED THE FIRST OF ITS KIND.

TRI-CITY IS NOT LOOKING TO SELL THIS DISTRICT.
IT'S NOT LOOKING FOR A 500 MILLION ASSET PURCHASE AGREEMENT.

SO THERE IS THIS IS INFORMATIONAL UPDATE.
SO THERE IS THE RECOMMENDED ACTION IS TO RECEIVE THE REPORT.
A LITTLE BIT OF BACKGROUND REGARDING WINDSOR POINTE.
IT IS AN AFFORDABLE HOUSING PROJECT THAT OFFERS SUPPORTIVE SERVICES.
IT IS IMPORTANT TO NOTE THAT THIS IS NOT A FACILITY.
I KNOW FOLKS OFTEN REFER TO IT AS A FACILITY.
IT IS AN APARTMENT BUILDING, SO THERE ARE FAIR HOUSING LAWS AND OTHER REGULATIONS REGARDING THE FUNDING THAT WAS USED TO BUILD THIS PROJECT THAT COME INTO THE EQUATION WHEN IT COMES TO TRYING TO ADDRESS SOME OF THE CONCERNS.
SOME CONCERNS ALSO ARE ADDRESSED BY OTHER ENTITIES OUTSIDE THE CITY.
SO, FOR EXAMPLE, THE COUNTY OF SAN DIEGO, WHICH PROVIDES SERVICES TO RESIDENTS THERE, HAS INCREASED THE LEVEL OF SUPPORT PROVIDED BECAUSE THE COUNTY IS THE SERVICE PROVIDER FOR THAT PROJECT.
SO IN MARCH OF THIS YEAR, THE CITY COUNCIL REVIEWED THE STATUS OF STAFF'S EFFORTS TO RESOLVE SOME CONCERNS HERE DIRECTLY FROM THE COMMUNITY AND TO DISCUSS SOME OPTIONS FOR MOVING FORWARD.
SO SINCE MARCH WE HAVE BEEN BACK.
BETWEEN MARCH AND NOW, THIS WILL BE OUR FIFTH TIME WITH AN UPDATE.
AND AT THE AUGUST 20TH MEETING, THE COUNCIL DIRECTION AT THAT MEETING WAS TO SEE WHAT GROUNDS EXIST WITHIN OUR CONTRACTS RELATED TO THIS PROJECT TO REPLACE THE PROPERTY PROJECT MANAGEMENT COMPANY AND THEN TO PURSUE MAKING THAT CHANGE IF POSSIBLE.
ADDITIONALLY, CITY COUNCIL ALSO DIRECTED STAFF TO REVIEW THE MANAGEMENT AGREEMENT TO SEE IF CHANGE OR THE MANAGEMENT PLAN TO SEE IF CHANGES COULD BE MADE TO ADDRESS 24 HOUR SECURITY.
BEYOND WHAT IS REQUIRED BY LAW.

THE CITY OWNS THE PROPERTY AND LEASES IT TO AFFIRMED HOUSING.
SO SHORTLY AFTER THE CITY COUNCIL DIRECTION IN AUGUST, THE CITY ATTORNEY AND CITY MANAGER FOLLOWED THE PROCEDURES OUTLINED IN THOSE GOVERNING DOCUMENTS TO NOTIFY AFFIRMED HOUSING OF THE CITY'S MANAGEMENT AND OPERATIONAL EXPECTATIONS.
THE FIRST TWO STEPS MENTIONED NOTICED HERE HAVE BEEN COMPLETED AND THE THIRD STEP IS UNDERWAY.
WE MUST PROVIDE APPROVAL FOR THAT WITHIN 120 DAYS FROM THE SUBMISSION.
WE HOPE IT TO BE MUCH SOONER THAN THAT.
BUT THAT IS KIND OF THE OUTER END OUTLINED IN OUR DOCUMENT.
AND I JUST WANT TO POINT OUT AT ALL THESE MEETINGS THAT WE HAVE BEEN, PROVIDING THE UPDATES, THE CITY COUNCIL ALONG THESE PAST FEW MONTHS HAVE BEEN GIVING, YOU KNOW, A NUMBER OF DIRECTION SINCE THEN AND A NUMBER HAVE ACTIONS HAVE TAKEN PLACE.
THERE ARE CERTAIN PROCUREMENT PROCEDURES THAT TAKE SOME TIME.
FOR EXAMPLE, EVEN JUST UPDATING THE NEW TO A NEW MANAGEMENT AGENT.
SO ACTUALLY THAT IS IT MAY NOT SOUND QUICK TO SOME PEOPLE, BUT THAT ACTUALLY TO BE ABLE TO PROVIDE NOTICE TO THE PRIOR AGENT AND THEN TO FIND A NEW ENTITY AND THEN TO SEND OUT ALL THE DOCUMENTS FOR REVIEW, HAS BEEN QUITE A QUICK PROCESS.
IN ADDITION TO THOSE ACTIONS, IN AUGUST AT THE CITY COUNCIL REQUESTED, WE ALSO JUST WANTED TO PROVIDE SOME UPDATES ON TWO OTHER ITEMS. ONE IS REGARDING THE COUNTY OF SAN DIEGO ACTIONS, AND THEY THE COUNTY OF SAN DIEGO DID SUBMIT A LETTER TO THE CITY RECENTLY. AND SO OVER THE PAST FEW MONTHS, THE COUNTY OF SAN DIEGO HAS INCREASED ON SITE SUPPORTIVE SERVICES AND THE BOARD OF SUPE RVISORS IN APRIL REQUESTED THAT THE COUNTY ENHANCE CLINICAL SUPPORT SERVICES TO THE PROJECT SEVEN DAYS A WEEK.
SO AT THE FEDERAL LEVEL, HUD ANNOUNCED A CHANGE IN AUGUST THAT THE VA DISABILITY BENEFITS WILL NOT BE COUNTED TOWARDS THAT MAXIMUM INCOME, SO THAT JUST DOES HELP MORE RESIDENTS QUALIFY FOR AFFORDABLE HOUSING.
ADDITIONALLY, ON SEPTEMBER 9TH, GOVERNOR NEWSOM SIGNED INTO LAW A SIMILAR PROVISION AT THE STATE LEVEL, WHICH WILL APPLY TO STATE FUNDED PROJECTS LIKE, WINDSOR POINTE. SO THAT WAS ONE THING IN THE PAST THAT WAS PREVENTING SOME PEOPLE FROM QUALIFYING BECAUSE WITH THEIR DISABILITY BENEFITS, IT ACTUALLY DID PUT THEM SLIGHTLY OVER THE MAXIMUM.
SO THIS WOULD ACTUALLY HELP MORE PEOPLE QUALIFY.
IN ADDITION TO THAT, AFFIRMED HOUSING IS PLANNING ON APPLYING FOR PROJECT BASED HOUSING VOUCHERS THROUGH A PROGRAM KNOWN AS VASH, WHICH IS THE VETERANS AFFAIRS SUPPORTIVE HOUSING PROGRAM.
