SO THE WAY THIS IS GOING TO JUST SET A LITTLE BIT OF CONTEXT OF WHERE THIS FITS IN FOR ALL OF US TO GET OUR HEADS IN THIS, BUT ALSO FOR THE COMMUNITY THAT'S HERE FOR THE FIRST TIME POTENTIALLY.
THIS REALLY THIS CONVERSATION WAS PROMPTED AS PART OF OUR FIVE YEAR STRATEGIC PLAN THAT THE COUNCIL HAD IDENTIFIED WOULD BE A GOOD ACTIVITY FOR THE CITY TO ENGAGE IN, REALLY WITH THE INTENTION TO CREATE THAT ALIGNMENT AND CLARITY OF WHAT OUR FOCUS OUGHT TO BE OVER THE COURSE OF THE NEXT FIVE YEARS AND DO THAT IN A VERY COLLABORATIVE PROCESS.
AND SO, AS ALL OF YOU KNOW, WE'VE HAD A VERY EXTENSIVE PUBLIC INPUT PROCESS THROUGH A SURVEY AND THROUGH OPPORTUNITIES TO PARTICIPATE IN LEADERSHIP OR IN PUBLIC FORUMS, AS WELL AS SEVERAL OPPORTUNITIES TO HAVE PUBLIC COMMENT AT THESE MEETINGS ABOUT THESE SPECIFIC PROJECTS, AS WELL AS OTHER GOAL THEMES, AND THAT STRATEGIC PLANNING PROCESS IS REALLY ON A FIVE YEAR PLAN.
AND OUR CIP PROGRAM OR THE CARLSBAD CIP PROGRAM REALLY RUNS ON MORE OF A 15 YEAR OUTLOOK.
SO THE GOAL HERE IS TO REALLY ALIGN THOSE ALL OF THOSE ITEMS TO BE CLEAR, AGAIN, TO HAVE A COLLABORATIVE PROCESS THAT CREATES THAT CLARITY AND ALIGNMENT BOTH FOR COUNCIL AND THE COMMUNITY TO SEE AND TO HAVE A VOICE IN WHAT THE FOCUS OUGHT TO BE AND THE PRIORITIES OUGHT TO BE.
AND FOR STAFF TO HAVE THAT CLARITY OF WHERE THEY NEED TO ALIGN RESOURCES AND PRIORITIZE THE WORK.
SO THAT'S REALLY THE CONTEXT OF WHAT WE'RE HERE TO DO.
WE'VE HAD SOME GREAT CONVERSATION, I THINK, CLARIFYING QUESTIONS THAT THERE ARE ABOUT PROJECTS, WHAT MIGHT BE ABLE TO SPEED THEM UP OR WHAT'S SLOWING THEM DOWN, WHAT THINGS ARE REALISTICALLY GOING TO COST AS BEST GUESS AS WE CAN HAVE AT THIS POINT, AND THEN NOW WE'RE AT THE STAGE OF THIS TO ACTUALLY ASK THE COUNCIL TO TAKE ACTION ON SPECIFICALLY PROJECTS THAT YOU MAY WANT TO SPEED UP OR SLOW DOWN FOR WHATEVER REASON THAT MIGHT BE.

THESE 62% OF CITIZENS LIVE IN AT LEAST THREE OF YOUR DISTRICTS COUNCIL MEMBERS.
AS A LOCAL REAL ESTATE AGENT, I'VE SEEN HOW CONSTRUCTION HAS CHANGED OVER THE YEARS.
LOT SIZES HAVE SHRUNK CONSIDERABLY AND HOMES THAT ONCE CAME WITH YARDS NOW MAYBE HAVE A PATIO.
THE NEW NORMAL IS HIGH DENSITY TOWNHOMES AND CONDOS THAT MAY OFFER A BALCONY IF YOU'RE LUCKY.
RENTERS AND APARTMENTS ARE IN THE SAME BOAT, AND IT'S NOT HEALTHY FOR PEOPLE TO NOT HAVE PARKS.
THIS SHOULD NOT ONLY PROVIDE FOR THE 6.8 ACRE PARK DEFICIT WEST OF THE FIVE.
