I WAS SO PLEASED THAT SHE MADE IT SO READABLE FOR SO MANY PEOPLE.
GETTING RID OF GREENHOUSE GASES IS MY GOAL FOR CARLSBAD TOO.
IT IS THE STATE'S GOAL AS WELL.
THAT'S WHY WE HAVE TO DO THIS, BECAUSE THE STATE IS REQUIRING US TO DO THIS.
DEFINING THE TERMS AND UNDERSTANDING THE MEASURES, WE REALLY, REALLY, REALLY UNDERSTANDABLE.

I PUT ON MY GLASSES HERE, AND I WANT TO JUST SHARE WITH YOU KIND OF AN ANNUAL UPDATE ON WHAT WE DO ON BEHALF OF THE CITY AND OUR RESIDENTS. SO, ONE OF THE THINGS THAT WE'VE BEEN DOING THESE PAST COUPLE YEARS IS WE ARE KEY CONTRIBUTORS TO THE SUCCESS OF THE CARLSBAD LIBRARY.
SO, WE RECRUIT VOLUNTEERS, AND WE SUPPLY SEEDS FOR THAT.
WE ARE THE GROUP THAT ORGANIZES THE SPEAKERS FOR THE GROW YOUR GARDEN SERIES, IF YOU'RE AWARE OF THAT, THAT'S AT THE LIBRARIES IN THE SPRING AND PART OF THE SUMMER.
WE FUNDED A MONARCH WAY STATION AT PINE GARDEN, WHEREVER THAT IS OVER THERE.

I THINK, THOUGH, THAT IT'S REALLY IMPORTANT THAT IT EMPHASIZES COMMUNICATING AND EDUCATING ALL OF THE COMMUNITY ABOUT HOW THEY CAN CONTRIBUTE TO REDUCING GREENHOUSE GASES AND HAVE A BETTER UNDERSTANDING OF THIS CAP PLAN.
I WOULD ASK THAT THEY STAFF ACTUALLY HAVE MEETINGS WHERE THE PUBLIC CAN BE INVITED TO COME, AND THEY WILL GO OVER THE CAP AND ANSWER QUESTIONS.
ALSO, I KNOW THERE'S A PLAN FOR A DASHBOARD.
I THINK THAT'S REALLY IMPORTANT THAT THAT GET DONE THAT THAT ALSO PROVIDE INFORMATION AS TO WHERE WE CURRENTLY ARE IN TERMS OF MEETING OUR GREENHOUSE GAS EMISSIONS, AS WELL AS RESOURCES FOR PEOPLE IN THE COMMUNITY WHERE THEY CAN GO.

WE'LL SEE THOSE ENLARGED IN A MOMENT.
AND THIS IS THE GENERAL VICINITY OF THE RESTROOM AND LOCKER ROOM BUILDING.
AND AGAIN, THREE POOLS, COMPETITION SIZE, INSTRUCTIONAL AND SPA.
AND THEN THIS AREA IS OF THE RESTROOM AND LOCKER ROOM, SUBJECT TO TONIGHT'S ITEM.
WITH THAT, I'LL TURN THE PRESENTATION OVER.
MR. MASHAW, FOR A DESCRIPTION OF EACH PROJECT.
THE FIRST PROJECT IS A RESTROOM AND LOCKER ROOM RENOVATION PROJECT.
SO ANNUALLY THE CITY WOULD GO AND WALK THE SITE AND SUBMIT WARRANTY REPAIR ITEMS TO THE CONTRACTOR.
NEAR THE FIVE-YEAR END OF THAT WARRANTY PERIOD, THE CONTRACTOR DISAGREED WITH SOME OF THE WARRANTY ITEMS BEING IDENTIFIED BY THE CITY, INCLUDING SOME ITEMS THAT INVOLVE THE RESTROOMS. THROUGH LITIGATION AND MEDIATION, THE CITY RECEIVED A FINANCIAL SETTLEMENT.
THE PROJECT WILL REMOVE AND REPLACE FLOOR TILES AND WALL TILES.
ANY COMPROMISE FRAMING, AND SOME OF THE WALLS WILL BE REPLACED.
NEW WATERPROOFING MEMBRANES WILL BE INSTALLED AND THE FLOOR DRAINS WILL BE REPLACED.
THE SHOWERS WILL BE REBUILT, AND ADDITIONAL ACCESSIBILITY IMPROVEMENTS WILL BE MADE.
THE ALGA NORTE SETTLEMENT PROJECT WAS INITIALLY FUNDED WITH JUST UNDER $2 MILLION.
APPROXIMATELY 200,000 HAS BEEN ENCUMBERED OR SPENT, LEAVING A BALANCE OF JUST OVER 1.7 MILLION.
THE ESTIMATED CONSTRUCTION COSTS FOR THIS PROJECT IS 1.125 MILLION.
SO MOVING ON TO THE POOL REPLASTERING PROJECT.
THE ANTICIPATED LIFESPAN OF PLASTER IN A TYPICAL COMMERCIAL POOL IS APPROXIMATELY 10 TO 15 YEARS.
THE AMOUNT OF AND FREQUENCY OF CRACKING, SPAULDING, AND WEATHERING IN THE POOLS HAS INCREASED IN RECENT YEARS, AND ON A NUMBER OF OCCASIONS STAFF HAVE HAD TO CLOSE SECTIONS OF THE POOL AND RETAIN A CONTRACTOR TO MAKE LOCALIZED REPAIRS.

THE PLASTER POOL SURFACE WILL SURFACES WILL BE DEMOLISHED AND REMOVED.THE CONCRETE SUBSTRUCTURE WILL BE ASSESSED AND NECESSARY REPAIRS WILL BE MADE.
CAPITAL IMPROVEMENT PROGRAM PROJECT 4733 WILL BE USED TO FUND THE POOL.
PROJECT APPROPRIATIONS TO DATE ARE $1.424 MILLION 273,646 HAS BEEN ENCUMBERED OR SPENT, LEAVING A BALANCE OF JUST OVER $1.1 MILLION.
THE ESTIMATED CONSTRUCTION COSTS ASSOCIATED WITH REPLASTERING THE POOLS IS JUST UNDER $2.4 MILLION.
THE ESTIMATED COST TO COMPLETE OTHER ELEMENTS OF SCOPE INCLUDED IN THE PROJECT ARE ESTIMATED AT $263,000, AND THEREFORE STAFF ARE REQUESTING THE CITY COUNCIL AUTHORIZATION TO APPROPRIATE AN ADDITIONAL $1.487 MILLION FROM THE INFRASTRUCTURE REPLACEMENT FUND TO THE PROJECT. I'LL COVER THE SCHEDULING OF THE PROJECTS AND NEXT STEPS, BECAUSE THERE WILL BE SIGNIFICANT CONSTRUCTION GOING ON WITH BOTH OF THESE PROJECTS.
STAFF IS RECOMMENDING A SINGLE CONCURRENT CLOSURE OF ABOUT THREE MONTHS.
AND THERE'S A COUPLE OF PROMINENT REASONS FOR THAT.
COST SAVINGS OF APPROXIMATELY $275,000 VERSUS TWO PARTIAL CLOSURES.
SO WITH THAT, NEXT STEPS WOULD BE TO SOLICIT CONSTRUCTION OF BIDS DURING THE AUGUST PERIOD.
WE WOULD HOPE TO RETURN TO CITY COUNCIL IN OCTOBER TO AWARD THE CONTRACT, AND ULTIMATELY BE UNDER CONSTRUCTION FROM NOVEMBER 2024 THROUGH FEBRUARY 2025, TARGETING ABOUT THE MIDDLE OF THE MONTH IN EACH OF THOSE CASES, AGAIN FOR A TOTAL PERIOD OF THREE MONTHS, AND MR. MASHKOFF'S TEAM AND MY TEAM HAVE WORKED COLLECTIVELY TO TARGET THIS PERIOD AS OUR LEAST HIGH-VOLUME SEASON.
I'M NOT GOING TO SAY WE HAVE A LOW SEASON, NECESSARILY.

AND THEN THE ADDITIONAL APPROPRIATION YOU ALL FEEL SHOULD BE ENOUGH.
